Petra Roter

Professor of International Relations at the University of Ljubljana

Petra Roter (Ph.D., University of Cambridge, UK) is a Professor of International Relations at the University of Ljubljana, and a senior research fellow at the Centre of International Relations at the Faculty of Social Sciences. She is a national director of the joint European Master’s in Human Rights and Democratisation (Venice). Her publications (published with Wiley-Blackwell, Cambridge University Press, Oxford University Press, Routledge, Palgrave, Brill), teaching and research cover international institutions, international norms, with a focus on international protection of human rights and diversity management through minority rights. As an independent expert on minority rights, she regularly co-operates with the Council of Europe, with the OSCE High Commissioner on National Minorities and with the United Nations (she co-chaired the UN Forum on minority issues in 2023). She is serving, as an independent expert elected in respect of Slovenia, her second (and final) term in the Advisory Committee on the Council of Europe’s Framework Convention for the Protection of National Minorities and has been elected, for the third time, as its President (2026-18; 2022-24; 2024-26).
