Special Envoy for the Western Balkans of the French Republic

Ambassador René Troccaz was appointed as a Special Envoy for the Western Balkans in September 2023. Before taking that position, he has held several diplomatic positions as well as served the French administration in cooperation affairs since 1988. To name some, he served as Consul General in Jerusalem from 2019 to 2023 and as Extraordinary and Plenipotentiary Ambassador to Nicosia, Cyprus between 2016 and 2019. He was Deputy Counsellor for Cooperation and Cultural Action in Rabat (2006 – 2009) and Deputy Consul in Jerusalem (2003 – 2006). Within the French Ministry for Europe and Foreign Affairs, he acted as Head of Department, then Director of Programming and Network (Globalisation, Development and Partnerships) between 2012 and 2016. From 2010 he was a Counsellor and then Deputy Chief of Staff to the Minister in charge of cooperation. From 2009 to 2010, he was Deputy Director to the office of the Minister in charge of Cooperation and French-speaking world.
