Clay R. Fuller, Ph.D. is a member of the Global Initiative Against Transnational Organized Crime and a Research Affiliate with the Walker Institute at the University of South Carolina. He looks forward to completing his first book, Dictators Inc., later this year or early 2023. The book is written for a very broad audience and illuminates how today’s dictators, terrorists, and transnational organized crime groups (ab)use free markets and free countries to consolidate and project power globally.
Previously he was an inaugural Jeane Kirkpatrick Fellow at the American Enterprise Institute (AEI) in Washington D.C. where he published many articles, spoke frequently on policy panels and worked closely with the Hudson Institute’s Kleptocracy Initiative.
Dr. Fuller has testified to the U.S. Senate three times on similar topics and authored a full report while at AEI (titled Dismantling the Authoritarian Corruption Nexus) that examines the national security implications of domestic and international economic policy. He is trained in econometrics and takes an evidence-based approach to policy analysis, research, and teaching.
