The Western Balkans: Cyber Diplomacy for Cybersecurity


The increased use of information and communication technology brings many opportunities but also risks of political tensions and potential international crises. We have observed numerous cyber incidents, starting from the cyberattacks on Estonia and Ukraine and continuing with recent operations against Albania and Montenegro. Addressing such incidents necessitates debate and collaboration at the highest political levels. While governments have recognized cybersecurity threats as top priorities, it is essential to foster further cooperation between the political and diplomatic communities. This panel will explore strategies for building the necessary capabilities to bolster cybersecurity in the Western Balkans region. Additionally, it will examine the key challenges inherent in current cybersecurity efforts. The focus will be on exploring potential ways for cross-border cooperation across all levels.
