We are pleased to announce that the BSC 2023 Thematic Agenda is live. This year, the Belgrade Security Conference (BSC) will be held on 11-13 October 2023 in Belgrade, under the auspices of the Belgrade Centre for Security Policy (BCSP), titled “Reconstructing the Global (Dis)order.”

Although more than a year has passed since the beginning of the Russian aggression against Ukraine, there is no end to the war in sight. The Kremlin is hedging its bets on weakening the resolve of the European support for Ukraine, prompted by a declining economic and energy situation. The illiberal forces’ looming return to power in Europe and the United States threatens to help Putin with his plans. Further to the East, increased tensions in the Taiwan Strait could distract the US from supporting Kyiv, and – more generally – European stability. Yet, despite all the threats to European security, democratic momentum is once again gaining ground and plans for the post-war future of Ukraine are being developed, with many reasons for hope.

What shall the world look like once the war of aggression against Ukraine ends? Will we live in a bipolar world, with the West on one side and a revisionist Russia and rising China on the other, or are we more likely to find ourselves in a multi-polar world of constantly shifting alliances? Did granting the candidacy status to Ukraine and Moldova give new impetus to EU enlargement, and will we ever see new member states join the Union? Are the Balkans firmly anchored to the West, or is the region up for grabs in the geopolitical chess game? Is the Western future of the region necessarily democratic?

This year, the Belgrade Security Conference (BSC) aims to explore the current state of the global order and the multifaceted factors contributing to its disruption and propose strategies for reconstructing a more effective approach to global security. The BSC 2023 will try to address all these pressing issues and encourage open and honest discussion, brave and lucid ideas, and innovative and out-of-the-box solutions. The BSC 2023 is dedicated to Milovan Milovanović, a Serbian statesman and diplomat born exactly 160 years ago and considered “the greatest European amongst the Balkan politicians” of his time.

We are looking forward to welcoming you in October.
